Fisherman Killed after Collision with Barge in Laguna Madre, Texas

There was a deadly boating accident in the Laguna Madre in Texas on June 11, 2024.  According to reports, two fishermen were in the Laguna Madre when their vessel was hit by a barge, causing it to capsize.  It is believed the boat was experiencing mechanical problems and stalled at the time, so it was unable to move to avoid the approaching barge.  The two men on board were rescued by a nearby vessel, but one of the two was unresponsive.  He was pronounced dead at the scene.  The victim’s identity has not yet been released.

The risk of collisions between small fishing boats and barges is a significant concern on busy waterways. These collisions can result in severe damage, injuries, and even fatalities, making it crucial for all vessels to adhere to safety protocols. One of the primary responsibilities of the barge and tug operators is to be constantly aware of other vessels on the water. Given their size and limited maneuverability, barges can pose a substantial threat to smaller, more agile fishing boats. Therefore, barge operators must maintain a high level of vigilance to prevent accidents, ensuring they are aware of the presence and movements of nearby vessels.

A key component of maintaining this awareness is the use of dedicated lookouts. According to maritime safety regulations, vessels must have a lookout by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions to make a full appraisal of the situation and the risk of collision. For barge and tug operations, this often means assigning specific crew members to keep watch for smaller boats, particularly in congested areas or during periods of reduced visibility, such as fog or nighttime operations. These lookouts are critical in identifying potential collision risks early and allowing enough time for evasive actions to be taken.

Adherence to the Rules of the Road, is essential for preventing collisions between barges and small fishing boats. These rules dictate how vessels should navigate to avoid collisions, including the use of navigation lights, signals, and right-of-way procedures. For example, the rules specify that power-driven vessels, such as tugboats and barges, must give way to fishing vessels engaged in fishing activities. However, due to their size and limited maneuverability, barges often have restricted abilities to change course quickly, highlighting the importance of early and clear communication between all vessels.

Barge and tug operators must also ensure their vessels are equipped with the appropriate safety and communication equipment. This includes radar, AIS (Automatic Identification Systems), and VHF radios, which help maintain situational awareness and facilitate communication with other vessels. Regular drills and training on the use of this equipment and adherence to safety protocols can further enhance the ability of barge crews to prevent collisions. By prioritizing vigilance, maintaining proper lookouts, and strictly following the Rules of the Road, barge and tug operators can significantly reduce the risk of collisions with small fishing boats, ensuring safer waterways for all.
